A matter is the same agenda title appearing at more than one meeting, matched by wording alone; a renamed item is a new matter, and a title of fewer than 3 words with no number in it is not matched at all. Only current documents count (a revised agenda replaces the one it supersedes), cancelled meetings do not, and an agenda row and an Actions row from the same meeting are one appearance.

Still on the agenda ranks matters with no passed or failed outcome in the City Council Actions record by the number of distinct meetings they appeared at, most first; “days on the agenda” is last appearance minus first. Longest meetings ranks meetings with a stated adjournment inside the window by adjournment minus scheduled start, longest first. Oldest unresolved ranks the same unresolved set by first appearance, earliest first. Each board shows at most 20 rows; a matter counts only if it was seen within the last 365 days.

“Decided” reflects the City Council Actions record only; no other Norwalk body publishes a machine-readable decision record, so an item before another board reads as unresolved here even when that board has acted. Norwalk publishes no per-member vote record for any body. A long-running item is often a normal process — public hearings, referrals to committee, items carried while a study finishes. This list is a record, not a verdict.
